This is a noodlehouse/food vendor at the entrance to Inokasira Park in Kitizyouzi in Tokyo. That park has some of the fattest koi I have ever seen EVAR, no doubt in part due to the box of Koi food you see there on top of the red pop crate.
Note also the redshirted guy has a little dog? This park is FULL of little yappy dogs. Little yappy dogs wearing sweaters, army gear, raincoats, ribbons, you name it. Including in some cases shoes. It is simply amazing. People can buy all sorts of dog gear and dog accessories at a shop on the other side of the train station. The name of the store? "DOG WIZ."
